Raipur, 15 August 2025: Chief Minister Vishnu Dev Sai hoisted the flag and took the salute of the parade at the Police Parade Ground in the capital Raipur on the occasion of the 79th Independence Day of the country today. Addressing the people of the state, he said that today is a day of great pride for all of us. While fighting against British imperialism, our freedom fighters sacrificed everything and handed us the light of independence. Saluting the freedom fighters and the brave soldiers of the army, the Chief Minister said that we are celebrating the development journey of 25 glorious years of the establishment of Chhattisgarh state as ‘Chhattisgarh Silver Festival’. He announced the launch of Chhattisgarh Silver Festival on Independence Day. He also announced that the Police Commissioner System will be implemented in Raipur soon. Chief Minister Vishnu Dev Sai said that on this occasion we should take a pledge of developed India-developed Chhattisgarh. The firm resolve of good governance of the creator of Chhattisgarh state, revered Atal ji, gives us strength. We will definitely realize the goal of building a developed Chhattisgarh with the participation of every person. Goswami Tulsidas ji’s statement “Ramkaaju kihene bin mohi kahan vishram” is our motto and Pandit Deendayal Upadhyay ji’s Antyodaya principles are our guide. Adopt Swadeshi in national interest – Chief Minister Sai said that our illustrious Prime Minister Narendra Modi has given the form of Swadeshi to a mass movement. Self-reliant India is the resolution of 140 crore Indians. This inspiring occasion of Independence Day inspires us to fulfill our duties towards the nation. To build a self-reliant India, the Chief Minister called upon the people of the state to take a resolution in the national interest that – every citizen should consider buying Swadeshi goods as an act of patriotism, every business should consider quality and stability as mandatory, every innovator should think about India first, every farmer should adopt environment-friendly inclusive agriculture and every sector should move from dependence to self-reliance.
Chhattisgarh leading in Vocal for Local campaign – The Chief Minister said that Chhattisgarh should play a leading role in taking forward the Vocal for Local campaign of Prime Minister Narendra Modi. Swadeshi is not only an undertaking of employment generation but also of patriotism. We are working on the Prime Minister’s Local for Global vision to provide a global platform to the products made in the state through the new industrial policy. Local artisans, weavers, craftsmen get employment by adopting Swadeshi and local products in their daily lives. Its direct result comes in the form of economic prosperity of the country and the state. Our import dependence is reduced. We can bring a big change in the lives of local weavers by promoting Khadi, this will help us to make our global identity in the textile sector. The Chief Minister said that by encouraging MSMEs, we are increasing our participation in the Make in India campaign. Micro, small and medium industries will have to give special emphasis on the quality of their products.
Jai Jawan, Jai Kisan, Jai Vigyan with Jai Anusandhan Ho Hamara Motto – The Chief Minister said that the mantra of Zero Defect – Zero Effect given by the Prime Minister for MSMEs is very effective. The goods prepared at our village, town and district level are no less than anyone in terms of quality. For this, they will have to adopt technology like digital resources, innovation, information and communication technology and AI. Natural farming is also beneficial for our health – The Chief Minister said that India is emerging as an exporter of military equipment by achieving self-sufficiency in the defense sector through the Make in India campaign. He said that today the climate crisis is directly affecting our lives. The agriculture sector is not untouched by this. At such a time, chemical-free, natural farming will prove beneficial for our health along with increasing the income of farmers. By promoting the production of Srianna, pulses-oilseeds and coarse grains, our farmer brothers of Chhattisgarh can reduce the cost of agriculture. This will also reduce our dependence on chemical fertilizers and pesticides.
Commemoration of the heroes of the freedom struggle- The Chief Minister, while commemorating the heroes of the Paralkot rebellion, whose names were written in golden letters in the country’s freedom struggle, said that this year the Paralkot rebellion has completed 200 years. Even today, the people of the state are listening to the stories of martyr Gend Singh’s bravery with the same pride. Who can forget the fight done by martyr Veernarayan Singh to get justice for the hungry and oppressed people. He also remembered Hanuman Singh ji, the hero of the Raipur Sepoy Rebellion, on this occasion. He said that the amazing bravery displayed by Veer Gundadhur for his motherland through the Bhumkal rebellion is inscribed in golden letters in history. The sacrifice of many of our tribal heroes including martyr Yadav Rao, Venkat Rao, Dhurva Rao, Debari Dhur, Aaytu Mahara is an amazing example of patriotism. The Chief Minister, while paying homage to the creator of Chhattisgarh state, former Prime Minister Bharat Ratna respected Atal Bihari Vajpayee ji, said that he fulfilled his firm resolve and Chhattisgarh emerged as a new state on the map of the country. We are celebrating the centenary year of Atal Ji’s birth as Atal Nirman Year. He said that the holy land of Chhattisgarh is rich in natural resources. We have rich cultural heritage and abundant human resources with immense enthusiasm. When this state was formed on 1 November 2000, we had a dream of a developed, self-reliant and inclusive Chhattisgarh. Today I can proudly say that we are moving fast in that direction.
The Chief Minister, while paying tribute to the democracy fighters on the completion of fifty years of Emergency, said that they held the torch of democracy without caring about the tortures during the very difficult period of Emergency. He said that we have to fulfill our part of responsibility for the motherland. We have to give concrete shape to the concept of developed India-developed Chhattisgarh by the year 2047 under the leadership of the successful Prime Minister Narendra Modi.
Our soldiers raised the honor of the tricolor – The Chief Minister said that we are proud of our brave soldiers, who always kept the head of the motherland high with their immense bravery and courage. From the attack by Pakistan after the independence of the country in the year 1947 to Operation Sindoor, every time our soldiers have raised the honor of the tricolor. Operation Sindoor was conducted under the leadership of our Prime Minister Narendra Modi to take revenge for the heinous terrorist act in Pahalgam. This operation became a symbol of India’s valor and strong willpower across the world. The Chief Minister said that under the leadership of Prime Minister Narendra Modi, India’s economy has become the fourth largest economy in the world. Our Chandrayaan has reached the south pole of the Moon and Shubhanshu Shukla has hoisted the tricolor at the International Space Station. Behind this success, the hard work of the countrymen and the visionary leadership, strong determination and immense willpower of our illustrious Prime Minister Narendra Modi have a special role.
Resolve to free the country from terrorism by March 2026 – The Chief Minister said that on this glorious day, we congratulate the soldiers of our security forces, who defeated the Naxalites by entering their hideouts. Under the leadership of Prime Minister Narendra Modi and Union Home Minister Amit Shah, we are rapidly moving towards the goal of freeing the country from Maoist terror by March 2026. In the last 20 months, our soldiers have neutralized 450 Maoists and arrested 1578. Our soldiers succeeded in neutralizing top Maoist leaders Basavaraju and Sudhakar. Impressed by the attractive surrender policy of the state government, 1589 Maoists have surrendered their weapons. Arrangements have been made for their rehabilitation, skill development and employment. The Chief Minister said that the real meaning of good governance is when the benefits reach the last person. The health center of Chintagufa, near Tadmetla, where 76 of our soldiers were martyred in the Maoist attack, has received the National Quality Certificate. Here an average of 20 deliveries take place every month and thousands of villagers are availing free treatment. With the decline of Naxalism, the pace of development in Bastar has increased rapidly. 50 closed schools were reopened and electricity reached many villages for the first time. Basic facilities have reached 327 villages through the Niyyad Nella Nar i.e. Your Good Village Scheme. A bank branch has now opened in Pamed, which was once a stronghold of Naxalites.
The dream of every citizen to have a permanent house is being fulfilled – The Chief Minister said that in the last 20 months, we have done remarkable work towards fulfilling the guarantees given by Prime Minister Modi to the citizens of the state. In the first cabinet meeting, we approved 18 lakh Pradhan Mantri Awas. Under the PM Janman Yojana, 34 thousand houses were approved for special backward tribes and 15 thousand houses for Naxal victims and surrendered Naxalites. Eligibility rules have been simplified and a survey has been conducted for new beneficiaries under Awas Plus 2.0. In this way, the dream of every citizen to get a permanent house is being fulfilled.
Mahtari Vandan Yojana: Assistance of Rs 11,728 crore to mothers and sisters- The Chief Minister said that women empowerment is the top priority of our government. Within three months of the formation of the government, we started the Mahtari Vandan Yojana. 70 lakh women in the state are being given financial assistance of Rs 1,000 every month. With this scheme, women are moving on the path of self-reliance. Under the Mahtari Vandan Yojana, an amount of Rs 11,728 crore has been given to mothers and sisters so far. We have entrusted the work of manufacturing ready-to-eat food to women groups from Raigarh district and we will soon expand it to other districts.
Welfare of farmers is our top priority- The Chief Minister said that the welfare of the farmer brothers of the state is our top priority. Through the Krishak Unnati Yojana, the farmers of Chhattisgarh are getting the highest price for paddy. We have made a record purchase of 149 lakh metric tonnes of paddy in the last Kharif season. The scope of Krishak Unnati Yojana has been expanded to promote crop diversity in the state. Now, instead of paddy, farmers growing other Kharif crops will be given Rs 11,000 per acre and farmers growing pulses-oilseeds, maize, kodo, kutki, ragi and cotton crops will be given input assistance of Rs 10,000 per acre.
The Chief Minister said that under the Deendayal Upadhyaya Bhumihin Krishak Mazdoor Kalyan Yojana, 5 lakh 62 thousand landless agricultural laborers of the state are being given financial assistance of Rs 10,000 each every year. 26 lakh farmer brothers of Chhattisgarh are getting the benefit of Pradhan Mantri Kisan Samman Nidhi. 32 thousand 500 farmers of special backward tribes are also benefiting from this scheme. We have ensured adequate arrangements of fertilizers and seeds in the Kharif season. Where there was some shortage in the supply of DAP due to global tension, we resolved the problem of farmer brothers by providing Nano DAP in abundant quantity. The Chief Minister said that we are realizing the possibilities of cooperation in the state. Along with farming, we are also promoting livestock and fisheries. We have signed an MoU with NDDB to promote milk production and income of livestock farmers in the state. The year 2025 has been declared as the International Cooperative Year. Under the guidance of Union Cooperative Minister Shri Amit Shah ji, we are giving new heights to cooperative activities in the state by following the mantra of prosperity through cooperation.
Teacher-student ratio better than national average – The Chief Minister said that Mahatma Gandhi used to say that big changes can be brought in the society through education. Along with implementing the new education policy, we have rationalized schools and teachers in accordance with its provisions. Now there are teachers even in the remote villages of Sukma. The teacher-student ratio is the same in the entire state, from the capital Raipur to the schools in the hilly Korwa settlements. The teacher-student ratio in our schools is better than the national average. We are also running the Chief Minister Education Quality Campaign in government schools. Through parent teacher meetings and invitation feasts, we have ensured community participation in the educational development of children, which is yielding better results. We have made a provision of Rs 133 crore for the maintenance and infrastructure development of schools.
Education City taking shape in Nava Raipur – We are building an education city on 100 acres in Nava Raipur. We are also building a science city here to promote science and research. We have performed the Bhoomi Pujan of the campus of National Forensic Sciences University in Nava Raipur. The importance of forensics has increased significantly in the new laws implemented in the country, which will provide opportunities for the youth of the state to build a career in this field. The IT and AI revolution has knocked in Chhattisgarh. We are preparing Nava Raipur as the Silicon Valley of Central India. We are going to establish the National Institute of Electronics and Information Technology in Nava Raipur, which will create a large talent pool of IT here.
Skill Development Centres in all development blocks of Bastar Division- The Chief Minister said that we are preparing the work force as per the requirement of the job market. Under the Skill India Mission, we are starting a Livelihood Centre of Excellence in Nava Raipur. In all the 32 development blocks of the tribal-dominated Bastar Division, youth are being trained in various professions through Skill Development Centres. We have signed an MoU with Pan IIT, an institute of IIT alumni, for skill development of deprived communities. Along with skill development, the youth will also be trained in foreign languages so that they get employment opportunities abroad as well.
Target to set up 150 startups in the state- The Chief Minister said that we have made a new startup policy to promote startups. Through this, we will reach out to 50 thousand students of 100 technical institutions of the state. We have set a target to set up 150 startups in the state. Moving towards ease of living as well as speed of business, we have done more than 350 reforms. Investment in the state has become simple, easy and transparent with the single window system.
Chhattisgarh is the preferred state for investors- He said that the grand building of developed Chhattisgarh will be built on the foundation of the new industrial policy. In the new industrial policy, we have given maximum emphasis on the power sector. In this sector, we have received investment proposals of more than Rs 3 lakh crore. With this, Chhattisgarh will become the power house of developed India. Chhattisgarh has become the preferred state for investors. We have organized investors summits in Delhi, Mumbai, Bengaluru as well as Raipur. Through these summits, we have received investment proposals of Rs 6 lakh 65 thousand crore so far. In the new industrial policy, we are also giving special grants to the emerging industries of the new era. We have performed the Bhoomi Pujan of the first semiconductor unit in Chhattisgarh. With this unit to be built at a cost of about Rs 1100 crore, we have entered the field of chip manufacturing. We want to convert the possibilities in the textile sector into opportunities. For this, we are going to establish the campus of National Institute of Fashion Technology in Nava Raipur. Its estimated cost will be Rs 271 crore. This will create employment opportunities on a large scale.
Decision to form State Capital Region Development Authority – The Chief Minister said that we have decided to form an authority for the development of the state capital region on the lines of the National Capital Region. This authority will work for the systematic and planned development of the capital region. This authority will also work to make plans, promote investment, coordinate between various government and private organizations and properly control the expansion of the city. Now is the era of e-commerce. Our logistics policy will be especially useful to encourage it and there will be rapid investment in inland container depots and dryports in the state.
New rail lines will become arteries of “Developed India-Developed Chhattisgarh”- The Chief Minister said that the work done on infrastructure projects in the last decade has a big role behind the investment possibilities that have arisen in Chhattisgarh. By the year 2030, we will lay the same number of rail lines as were laid from the start of railways in 1853 to the year 2014. New rail projects from Raoghat to Jagdalpur, doubling of KK line, Kothagudem to Kirandul in Telangana will prove to be the fate line of Bastar. The rail line from Kharsia to Parmalkasa will connect important industrial centers of the state. New rail lines will prove to be arteries of “Developed India-Developed Chhattisgarh”. We have also started cargo facility from Swami Vivekananda Airport Raipur. The construction of expressways connecting industrial centers like Dhanbad and Visakhapatnam is going on at a fast pace.
The Chief Minister said that the economic health of a state can be judged by the amount of electricity consumed there. Our state is a zero power cut state. Per capita energy consumption in our state is 2 thousand 211 units, while the country’s average energy consumption per capita is 1 thousand 255 units.
Initiative of free electricity from half electricity bill – The Chief Minister said that we have taken a big step towards energy self-sufficiency. We are moving rapidly towards free electricity from half electricity bill. Pradhan Mantri Surya Ghar Free Electricity Scheme is an important step in the field of green energy. Through this scheme, the common people are now becoming electricity producers from electricity consumers. Under this scheme, attractive subsidy is being given by the Central and State Government on the installation of solar plants. On a one kilowatt solar plant, a subsidy of Rs 30 thousand is being given by the Central Government and Rs 15 thousand by the State Government, thus a total of Rs 45 thousand. On two kilowatts, a subsidy of 60 thousand rupees is given by the Center and 30 thousand rupees by the state, thus a total of 90 thousand rupees. And on installing a three kilowatt solar plant, a subsidy of 78 thousand rupees is given by the Central Government and 30 thousand rupees by the state government, thus a total of one lakh and 8 thousand rupees. I urge the people of the state to take immediate advantage of this scheme.
Good governance is our top priority- Good governance is our top priority. We have implemented e-office system in all departments. Transparency is being ensured at every level. We have adopted the Gem portal to bring transparency in government procurement. Corruption cases are being investigated by the EOW with full promptness. To bring youth forward in public policy, we have started the Chief Minister Good Governance Fellowship Scheme. Through this, youth are doing a two-year fellowship at IIM Raipur. Through Good Governance Tihar, we reached your village, your locality. Out of more than 41 lakh applications in Good Governance Tihar, we have resolved most of the applications with quality. We have taken 10 revolutionary initiatives related to registry. Now the facility of online registry, along with registry, now transfer, Aadhaar authentication, facility to make documents related to registry, family donation, renunciation of rights and partition are now done for only five hundred rupees. We have simplified the rules through the Chhattisgarh Land Revenue Code Amendment Bill. There will be no registration of agricultural land less than 5 decimals. Its objective is to stop illegal plotting and sale of land by dividing it into small pieces. We have amended 163 provisions of 8 Acts of the state through the Jan Vishwas Bill. Small technical violations committed by common citizens and businessmen will no longer come under the category of crime.
The leadership of developed Chhattisgarh will be in the hands of youth power. The government is working rapidly on recruitment in government posts for the youth. For the first time after the formation of the state, a year-long calendar of Vyapam examination has been released.
Our government is also continuously working to promote sports talent. In the new industrial policy, we have made special grant provisions for setting up sports academies and private training centers. To promote young talent, we have decided to start the Yuva Ratna Samman Yojana.
Medicity being built in Nava Raipur – Giving top priority to health services, we are improving the system of health centers at a cost of Rs 441 crore. 543 government hospitals of the state have received quality certification. Medical staff is being continuously recruited in hospitals. Last month, we have appointed 109 contract doctors and 563 bond contracted doctors under NHM. We are building Medicity in Nava Raipur, where national level super specialty hospitals will be operated.
Mukhyamantri Nagarothan Yojana launched- The Chief Minister said that the Chief Minister Nagarothan Yojana has been started to improve the appearance of urban bodies. Under this, works worth Rs 157 crore have been approved in seven municipal corporations. These include works like oxygen zone, bus terminal, bypass, auditorium construction. The urban bodies of the state have achieved good rank in the cleanliness survey. The Prime Minister has specially praised our Swachhata Didi of Bilha in the Mann Ki Baat program.
Mukhyamantri Gramin Bus Seva Yojana will start in Bastar and Surguja divisions- Our government is continuously working to expand basic facilities in cities as well as villages. In the first phase, we are going to start the Chief Minister Rural Bus Service Scheme in Bastar and Surguja divisions. These buses will be operated by local people only. This will make the movement of villagers easier and their daily problems will be resolved.
Bodhghat multipurpose project gets momentum- The Chief Minister said that we are moving ahead on Bodhghat multipurpose project. Through this project of Rs 50 thousand crore, along with the production of 200 MW electricity, irrigation facility will be expanded in about 7 lakh hectare area. For the expansion of irrigation facilities in the state, improvement work will be done in 9 irrigation projects with an amount of Rs 522 crore.
Re-launch of Charan Paduka Yojana- The Chief Minister said that we are taking many steps for the upliftment of tribal society. The amount of tendu leaf collection remuneration has been increased from Rs 4 thousand to Rs 5 and a half thousand. 50 lakh people of 12 and a half lakh tendu leaf collector families are getting benefited from this. We have restarted the Charan Paduka Yojana to prevent the collectors from getting blisters or pricking their feet with thorns while collecting tendu leaves. To promote herbal medicines, we have recently inaugurated a herbal extraction unit in Jamgaon (M) of Durg district under the Forest to Pharmacy model. This has provided direct and indirect employment opportunities to two thousand people.
Memorial dedicated to tribal freedom fighters taking shape – The Chief Minister said that to encourage the preservation of cultural heritage, our government has decided to provide an annual honorarium of Rs 5,000 each to Baiga, Gunia, Sirha people. We have inaugurated the Tribal Museum in Nava Raipur. Shaheed Veer Narayan Singh Tribal Freedom Fighter Memorial-cum-Museum is being constructed, dedicated to the tribal heroes of the state’s freedom struggle. We organized Bastar Pandum to show a glimpse of Bastar’s tribal culture to the country and the world. Bastar is now on the global tourism map. Dhudmaras of Bastar has been selected as the best tourist village by the UN Tourism Organization. To encourage home-stays, we have made the Chhattisgarh Home-Stay Policy.
Increase in tree cover in Chhattisgarh in 683 square kilometers – The Chief Minister said that we are not only preserving our natural wealth but are also continuously enhancing it. We have taken the initiative to link forest ecosystem service with Green GDP. Recently, the Indian Forest Survey Report has come, in which it has been told that there has been an increase of 683 square kilometers of combined forest and tree cover in Chhattisgarh, which is the highest in the country. On the call of Prime Minister Shri Narendra Modi, more than three and a half crore saplings have been planted in the state last year under the campaign “Ek Ped Maa Ke Naam”.
5 thousand rupees pension per month to artists and litterateurs – To promote the art and culture of the state, 10 acres of land has been allotted for the establishment of Kalagram in Nava Raipur. The pension amount given to artists and litterateurs has been increased from 2 thousand rupees to 5 thousand rupees per month. More than 22 thousand devotees of the state got the benefit of darshan of Bhaancha Ram through Shri Ramlala Ayodhya Dham Darshan Yojana. Through the Chief Minister’s Tirtha Darshan Yojana, we are also taking pilgrims to holy places across the country.
‘Chhattisgarh Anjor Vision’ document prepared- The Chief Minister said that the Prime Minister has set the goal of building a developed India by the year 2047. In this direction, we have prepared a roadmap in the form of ‘Chhattisgarh Anjor Vision’ document, through which we will realize the goal of developed Chhattisgarh. Chhattisgarh is the second state in the country to prepare a vision document. In this, we have set near-term, intermediate and long-term goals. To achieve these, we have chosen 13 themes of socio-economic development and have prepared 10 missions for their implementation. With the support of all of you, we are constantly moving forward to improve the state of Chhattisgarh. On the auspicious occasion of Independence Day, let us all take a pledge to build a developed India-developed Chhattisgarh.
