Instructions for formation of committees in districts
Raipur, 10 April 2025: The Chhattisgarh government has taken an important step for the Naxalism-affected areas in the state and has formally implemented the Naxalite Surrender/Victim Relief Rehabilitation Policy-2025. According to the notification issued by the Home Department on 28 March 2025, instructions have been given to constitute special committees under the chairmanship of the District Collector in all the districts for the effective implementation of this policy. This policy has been prepared with the aim of rehabilitation and relief of surrendered Naxalites along with the persons and families who have suffered in Naxal violence such as death, serious injury or permanent disability. Rehabilitation committee will be formed at the district level According to the notification, the Collector will be the chairman in the committee to be constituted in each district, while the Superintendent of Police has been given the responsibility of the secretary. Apart from this, the Divisional Forest Officer, CEO of the District Panchayat, two other officers nominated by the Collector and representatives of the armed forces will also be included in the committee.
Nodal officers will be appointed. One nodal officer will be appointed at each district and sub-divisional level, whose mobile number and e-mail address will be sent to the state government. This officer will monitor all rehabilitation works. The Home Department has directed that all the victim cases since the formation of the state till now should be identified and relief and rehabilitation proceedings should be done on priority by selecting surrendered Naxalites. A special portal is being developed under this policy, in which information of every victim and surrendered person will be recorded and they will be provided a unique ID. The concerned officers will ensure the implementation of relief and rehabilitation works by regularly observing the dashboard of this portal. The Home Department has directed the collectors that they will effectively complete the relief and rehabilitation proceedings within the time limit by following the guidelines prescribed under this policy.
