Raipur, 27 February 2025: Chief Secretary Amitabh Jain has given instructions to discourage the tendencies of celebrating birthdays, setting up pandals, organizing bhandaras on roads and to ensure strict action against those who obstruct public traffic in a high-level meeting held today in the main committee room of Chhattisgarh Legislative Assembly. Strict action on obstruction on public roads Chief Secretary Amitabh Jain gave clear instructions in the meeting that if any person blocks the public road, strict legal action will be taken against him. He directed the officers to take punitive action against those blocking the public road under the Anti-Encroachment Act, Motor Vehicle Act, Municipality Act and other relevant Acts and relevant sections of the Indian Justice Code. Chief Secretary Jain said in the meeting that roads are only for traffic, not for private events. He said that strict punitive action will be taken against those who organize birthdays, parties and any other private events on public roads. He directed to seize the vehicles involved in such events and impose fine on the organizers. He said that the responsible persons will be held accountable under the judicial process.
Chief Secretary Jain gave strict instructions to the administrative and police officers to immediately stop any illegal event and take action against the concerned persons as per rules. Chief Secretary Jain directed the police department officials to prepare SOP to stop such unwanted activities and ensure legal action against those concerned. The Chief Secretary said that a comprehensive public awareness campaign should be run to stop such activities, so that the citizens get a clear message that illegal events on public roads are completely banned. He directed the Public Relations Department to make the general public aware in this regard using various publicity mediums.
The Chief Secretary clarified that if such incidents happen again in any area, then responsibility will be fixed on the concerned administrative and police officers. He directed the police department officials to keep strict vigil in this regard in their respective areas. The Chief Secretary said that they should constitute a special vigilance team which will keep an eye on such incidents and ensure immediate action. Chief Secretary Amitabh Jain said that maintaining public order is the top priority of the government. He directed all the departments to work in coordination with each other and ensure that public roads are not misused under any circumstances. Additional Chief Secretary Home Shri Manoj Pingua, Director General of Police Arun Dev Gautam, Inspector Generals of Police of Raipur and Bilaspur, Collectors and Superintendents of Police of Raipur and Bilaspur, senior officers of Transport, Urban Administration, Law Department and Public Relations Department were present in the meeting.
