Instructions given to make the operation of Revenue Court mandatory for at least two days a week

Chief Minister reviewed the works of the Revenue Department: Instructions given to take action against officers and employees who unnecessarily delay in resolving revenue cases

Raipur 26 April 2025: Chief Minister Vishnu Dev Sai, while thoroughly reviewing the works of the Revenue Department in his residence office today, gave instructions to provide quick and easy benefits of revenue services to the common citizens. Chief Minister Sai, while giving instructions not to take any kind of negligence in the process of death-transfer and to complete the work within the time limit, said that death transfer in favor of legal heirs should be ensured on time. Directing the collectors, the Chief Minister said that if the transfer is not done within the stipulated time limit, strict action should be taken by fixing the accountability of the concerned Patwaris. Chief Minister Sai said that immediate assistance should be ensured to the affected families under RBC 6-4. For this, he directed to ensure that there is no delay in the proceedings by establishing effective coordination between various departments, so that the affected families do not have to wander for a long time. He also instructed the officers to monitor it continuously. Chief Minister Sai clarified that the Revenue Department is directly related to the general public, so the negligence of the field staff adversely affects the image of the government. He instructed to give top priority to the disposal of applications received during Sushasan Tihar and ensure quick resolution of all applications.

He said that the Revenue Court should be operated compulsorily for at least two days a week and the cases should be resolved in two appearances only. Avoid extending the date of appearance except in very important circumstances. Chief Minister Sai also emphasized on making the diversion process simple and easy by making maximum use of digital technology in rural areas. He instructed to take action against officers and employees who unnecessarily delay in cases of undisputed transfer and partition. While reviewing the digital crop survey, he directed to form a joint team of Revenue, Agriculture, Food and Electronics and Information Technology departments to collect accurate information related to land and crops. Revenue Secretary Avinash Champawat gave detailed information about the progress of departmental works and activities. He informed that the work of computerization of land records, digitization of registration and modern record room is nearing completion. He also informed about the progress of digitization of Revenue Court Management System, farmer registration, digital crop survey and geo-referencing works. Champawat also informed that as per the earlier instructions of Chief Minister Sai, transfer of Patwaris posted at the same place for a long time in the districts is being done regularly. Revenue Minister Tank Ram Verma said in the review meeting that purchase and sale of land should be ensured as per the rules laid down by the government and pending cases in revenue courts should be resolved in a timely manner and land holders should be given immediate relief.

On this occasion, Chief Secretary Amitabh Jain, Chief Secretary to Chief Minister Subodh Singh, Secretary to Chief Minister P. Dayanand, Rahul Bhagat, Dr. Basavaraju, CEO of CHIPS Prabhat Malik and senior officers of the Revenue Department were present. “The work of the Revenue Department is directly connected to the general public, therefore transparency, quick execution and timeliness in departmental work is extremely necessary. To ensure that common citizens get quick and easy benefits of revenue services, the applications received on Sushasan Tihar should be resolved with top priority. There should not be unnecessary delay in all revenue cases including death and transfer, the affected families should get timely assistance, and the Revenue Courts should be operated regularly at least two days a week.
